Acumen provided a multidisciplinary approach toward conducting an independent assessment of major elements of Metro’s Maintenance of Way (MOW) Engineering department, which is responsible for a wide range of maintenance activities on the existing Metro rail network. Acumen’s independent analysis of the MOW practices used by Metro’s maintenance departments included interviews with key staff members; review of standard operating procedures; assessment of training; assessment of personal leave practices; and other approaches to present an objective assessment of the state of each functional area and compare Metro’s MOW preventive maintenance procedures to transit industry best practices. Acumen staff was responsible for the track maintenance function deliverables at the 60 percent, 90 percent and final submittal levels.
